How can I stop them from freezing over, if it's even possible?

What a great idea, assuming you have a key to her car.

I don't know how cold it is where you live, but generally the inside of a car doesn't get below freezing too often. Also, florists store flowers, including roses, in refrigerated units to keep the buds from opening too fast and then dropping the petals, so cold seems to be good for them.

If I were you, I wouldn't worry too much about the cold hurting your gift. Besides, it's the thought that counts, and you're obviously giving this plenty. I say go for it!

Cut flowers do well in the cold, that's why a lot of bouquets are usually kept in refrigerators. How long will they be in the car before she gets them? If it's only a couple of hours I wouldn't worry.

Roses are hardy. Freezing shouldn't damage them. Perhaps cover them in a couple of layers of tissue paper.

Give them to her in person at the most random time. THAT would be even more of a surprise than in the car, definitely wayyyy better.

find a better place to place them, like in her closet, desk at work or just have them delivered at dinner time, like when she least expects it, frozen flowers will deffinately get you a frozen girl friend
