The Bible has not been shown as a valid, accurate, historical document, therefore it should not be cited as evidence/proof of anything. You can cite all you want, but I believe when someone states that they want responses from somewhere besides the Bible they are indicating to you they will not accept a Bible quote as a valid answer. If all you have to go on is Biblical quotations, perhaps you should not try to answer their questions. I doubt very much any answer you give someone who makes such a request will help answer the question fully, anyway.
It's kind of like when a theists ask atheists how everything started and then tells us that we can't say "it has always been" or "I don't know".

I’d like to think they are looking for our personal testimony. Our experiences sometimes speak to people who are unable to understand a Bible quote or have been preached to…too many times. If we can express a real life experience that another can relate to, then we should at least try. Our testimony can be an important part of sharing the Word. It’s hard sometime to share it because we know so many will mock us…but for those who are really searching it can be an open door.

Quoting from the bible when someone who doesn't believe the way you do asks a question about your beliefs is like quoting from Harry Potter or Catcher in the Rye.

It'll mean more to people if you share YOUR opinion and YOUR thoughts, not passages from a book.

Because some questions ask for opinions. For example, if someone asks why you believe your "holy" book is true, quoting from it does not answer the question since that's not an opinion, and a thing cannot be used to prove itself. If I want to travel to another country, when I'm asked to identify myself, I can't just say, "Yes. I am me." I have to show a passport, issued by an agency to which I provided proof of my identity.

They would prefer, I think, to have a bit of explanation or application of Scripture in our own words as well. Some see a quote from the Bible by itself (or verse after verse!), without any other input as one would have in normal conversation, as a cop-out. And in a way, it is. Among themselves, Christians can certainly quote a key verse of Scripture without further elaboration. But for non-believers, we need to remember 1 Corinthians 2:14. :)

Unfortunately there have been a lot of bible believers who regard a huge cut and paste of irrelevant scripture to be a complete answer to any question about religion.
Not only do they fail to answer the question but they are annoying because most of the people asking can read the bible just fine on their own if they wanted to.

Do you really think they want to here an answer from the bible that challenges their beliefs ?
They have no answer to bible based answers except to say the bible is false.
Do you think they have even considered the fact the bible may be true ?

For certain questions there shall be no answer. When there is no answer, the existence and accuracy question arises. Fear of God of Angry and shrude punishments prevents from asking questions except, the every question has to be answered, even GOD shall also be by all means not beyond reason. When accepted by reason he shall be beyond reason. In any case the reason or logic is fundamental.

They usually mean "don't expect us to accept a statement in the Bible as being factual just because it's in the Bible".
