Wood building blocks, Legos (the bigger ones for toddlers), trucks, puzzles, books, thick play mats that he can jump and tumble on, a tent or tunnel, fun music to dance to (try Laurie Berkner - the cd with the dinosaur song is great), crayons and paper. Avoid electronic toys and videos (or limit them to occasional use).
Make sure he gets some outside time every day. Go for walks, or trips to the park, library, or zoo.
With an 18 month old, you do pretty much have to keep an eye on them and play with them all the time. As he gets older, he'll play by himself more and you'll have more time to do other things.

I wouldn't buy any Fisher Price toys! They have had so many recalls for lead-based paint!!! Please don't buy anything made in China.
Check out http://www.step2.com/product.cfm?product_id=1305 for a Kangaroo Climber from Step 2. This should keep him occupied. :)
Why don't you also try wooden blocks from Uncle Goose or a rainbow ring stacker from Rosie Hippos?
Also, some MEGA bloks are made in Canada...
I would not buy any Thomas the Train sets! See the recall below:

How about construction toys like megablocks?
Toy hoover and stuff so he can do the housework with you? At 18 mo they can sort the socks and knickers too on washday, pairs might be hard, but he should be able to sort by owner - that can absorb them for ages. Paper and crayons to sit at the table with you while do sort the bills out etc?
Just involve him. The only thing I had to give up attempting was ironing with 2 under 2 under my feet.

I can see this is a tit for tat grudge match and your ex is screwing with you to make life as difficult as she can. I kind of remember your questions about this before. The problem is that CPS has a job to do and they have to follow up each allegation one by one. They are part of the government so it's all very procedural stuff they're doing. About all you can do at the moment is continue what you've already been doing and that's to stick to your guns, tell the truth and let them sort it out. One thing that can help you is having evidence to back up your version of events. I know this is a pain but you need to get yourself a cheap digital camera that records the date and time on the photo and actually photograph your daughter in appropriate underwear or swimsuit each day so that you have daily photographic evidence of her skin condition (bruises or no bruises etc). Make this offer to CPS to let them know you are serious about your concerns. That way, CPS has your photographic evidence on their files and can compare your ex's statements against the photographs. The idea is to stitch her up as a liar and get the CPS off your back. Good luck with it all :)

A Fisher Price type garage should go down well. My grandson had started to like his wooden Thomas the Tank Engine track at that age and I bought him all of the engines over a period of time. Books are a must so that you can read him lots of stories. It is the best thing you will ever do for him if you get him interested in reading at a young age.

18 months old like things they can push buttons on and experiment with. Things they can open, that have lots of little dials and things that make other things happen (push a button, a door opens), things like like that. They're inquisitive and can be endlessly fascinated by something that always seems to hold new surprises.

Anything you do choose, make sure you keep them in a special box or drawer, and only bring them out when you really need him entertained. If he familiarizes himself to the toys, they will become uninteresting, and the money you spent will go down the drain, and nothing will get done again.
I suggest anything by Leap Frog.

if he's quite 'old' for his age like my wee one, a megasketcher is good, maybe take away the wee stamper things if he likes putting things in his mouth. or the aquadraw from tomy is good. i find drawing things keep's my 2 year old entertained.
