I agree with SHSHSH. At 70 years old, he probably has everything he wants or needs.
A letter explaining to him about how much his mentoring has meant to you and has help you to grow professional. And how his being your boss, and treatment of you, has helped you become a better person/employee.

First answer may make a good point the way people are today. But, you know more of your work environment and what your Boss like.
I had a boss like this years ago, he died a few years ago and it was a sad day for everyone who knew the man. But, him and his wife like Blue Nun Wine. Usually that made for a good gift and long productive life.

A Birthday Card and a gift certificate for two to a nice restaurant. Is it possible for everyone at work to chip in on the gift? If not, and the restaurant certificate is more than you want to spend than a good bottle of Asti or Merlot wine.....or,a big basket of fruit and nuts......or,an expensive pen with his name engraved on it.....or, an office desk clock. well since he is your mentor and a father figure and he is reaching a significant birthday year...a small non personal gift with a card would be appropriate I think. I see no harm in the gesture if it is done in good taste.

The best thing would be a nice note explaining how much you appreciate what he has done for you. Maybe along with a framed picture of you together. (But make sure it is ENTIRELY platonic, you don't want to give the wrong impression).
