Looking sexy means that you "look sexually attractive" ... It means that you are dressed in such a way .... that you will cause someone to want to have sex with you. Why is this a compliment (when) for example ... it comes from a total stranger? Why don't we want to be complimented on other
attributes or qualities?

Honestly, I don't think it is a compliment. It oversteps a politeness boundary. When you say someone looks sexy, you are lowering them to the position of a sex object. Just stick to "You look really nice today" or "I love your outfit" or "That blouse really brings out your eyes." Also, it is better to not say those sorts of things to a total stranger anyway.

A person who is sexy can also be fully clothed, because sexiness is also an attitude and not always about what you are wearing, but the way you carry yourself.

Yes, coming from a stranger, I'd be really uncomfortable. It doesn't sound too appropriate.

It depends on who the person is that is saying that. The only person I would want to tell me I look sexy would be a boyfriend. From a total stranger would be really gross.

it is a compliment to most, and i'll tell you why.
When most people get dressed, they pick out clothes that they feel make them look good. Its important to look good to yourself at least. A person saying you are sexy could at least mean you have good taste in clothes, hair style, make up, etc. You may dress in a way to limit "sexyness" but you still may be very attractive.
On the flip side, You're not one of those women who wear short skirts and low cut blouses, and then say's don't look at me ...are you?
