It's nice to have volunteers to help with designing policies and procedures -- but you need more than "nice." You need people who are experience in administering children's homes and know all of the legal requirements and best practices. It's vital that you talk to people who have the skills and experience to undertake this very important initiative. This includes people with experience administering children's homes and officials from the government.

Parents should also have feedback and input on setting policies and procedures, so they can feel a sense of ownership of such. A professional facilitator/community participation consultant can help employ an effective strategy for this.

For your other request -- volunteers to help with fundraising -- try posting your opportunity to www.idealist.org and www.onlinevolunteering.org -- these are good ways to recruit online volunteers with specific skill sets.
