To do that you should leave one car length for every 10mph to give the passed car a safe breaking distance.

Interesting question to me. Its been a long while since I took a test at the DMV. So, here's my take:
A is not entirely wrong, but how do you know you are one car length ahead of it. It all depends on each of your speeds, the traffic and lot other things. And what is one car length? Is that of a VW bug or a lengthy mercedes? So, the answer is neither logical nor practical.
B is just not correct becoz if you cant see the car by turning your head only means it is not in your blind spot, it can be on the side or just by your tail. So, it is not a good time to pull back in front yet.
C is correct becoz, logically when you can see the full front of the car in your rearview mirror, the car is at sufficient distance behind you that you can pull back in front safely. It is also very practical since once you have the car in view on your rearview mirror, you can continue to watch it if you need during the moments it takes for you to pull back in front of it and it would be safe to do so.
D is not entirely wrong, but if you are able to see the driver, it does not mean that the car is at good enough distance behind your car to safely pull back in front in all cases. If you relied only on seeing the drivers face, you are not considering the length of the body infront of the windshield which depends on the type of car you are passing. Even then, you do not have enough distance between it and your car to pull back in front safely.
It is not just the correct answer you need to choose, but you have to pick the most appropriate and best answer of the four. By the above reasoning, I would throw away A and B as wrong answers. Between C and D, C is the best answer and so the 'right answer' for this question.
It reminds me of the "Safety First, Speed Next" slogan painted on many bombay lorries(trucks) I used to see all the times during my school days while we rode on scooters or buses on the highways in Bangalore. So, always think of "safety" while driving!!

Do not turn back into the right-hand lane until you can see the car you have just passed in your rearview mirror. You must return to your lane before you get within 200 feet of an oncoming vehicle.
