Each cat has 4 legs; each kid has 2 legs.
The Rule of 7
Start with 1 sack, then add-on
there are 7 big cats & 7 little cats in it.
7 little cats x 4 legs/cat= 28 legs + 1 big cat= 32 legs
32 legs x 7 big cats= 224 legs
224 legs x 7 sacks= 1568 legs
1568 legs x 7 kids= 10976 legs
7 kids x 2 legs/kid= 14 kid legs
10976 cat legs + 14 kid legs= 10990 legs on the bus.

49 little cats= 196 legs
the bus driver=2 legs
