Depends on how much you want to spend. . If you have the bucks, Photoshop is the king. .
At around $100 Paint shop pro is a good bet, full featured, easy to use, and lets you do a lot of things. .

It depends on your skin color, but if you have a light skin color I would recommend lining your eye with an intense yellow, or even gold, filling in the lid with a lighter yellow, and than white on the brow bone, so it has this effect that it gets lighter as you go up. This is a simple look, but it'll still bring out the color in your eyes because green and yellow compliment each other greatly.

Microsoft has built in photograph editor, try Microsoft Photo Editor or if you want professional photo editor use Photoshop.

Photoshop is basically industry standard. Any other photo retouching software is just a toy.
