The best restaurant is Tetsuya's in Sydney but you need to book weeks if not months in advance. That claim will be argued by Melbourne residents who also have great restaurants.

Your best bet is to consult one of the Good Food Guides, there's one here
http://www.bestrestaurants.com.au/food-events-australia/smh-good-food-guide/
and pick the best restaurant wherever you are.

There are thousands of international restaurants in Australia we are very lucky being a multicultural society name most countries you know in the world and there is a restaurant that caterers to there style of food. My favorite is the Rockpool in the Rocks, Sydney Australia it is listed as the best restaurant in the world.

Happy Birthday
I would find a fish and chip shop right along side a jetty or wharf where fishing boats unload there catch, this usually guarantees fresh excellent quality fish and cheap too. Make a picnic out of it by the water. Your dad works in a restaurant I think he would appreciate the simplicity of it, hope you like seafood anyway enjoy your day
