This is a frequently asked question on YahooAnswers, and you can read the many answers to it in the archived section of the Community Service session.

In summary: you have to form a board of directors, get start up funds (usually provided by the board of directors themselves), file paperwork with the IRS (in the USA -- outside the USA, it's with whatever government agency handles charitable registrations) and have the administrative systems in place to track donations and giving and provide full audits of such. The Nonprofit FAQs (http://www.nonprofits.org) has more information.

An attorney or accountant is the best place to start. There is alot of work to be done and they can tell you the costs that go with the procedures for starting one, good luck to you and God Bless You!!
