where are some located on the highways in the twin cities? I wanna test my speedometer with my safe quality- larger size snow tire rims

Changing tires won't usually throw the speedometer off my more than a couple, not enough to get upset over. Those signs may or may not be close to accurate.

Those aren't necessarily accurate. They will likely read high
to influence drivers to slow down. The most reliable way is
to use time over a measured distance like interstate mile
markers. It should take 60 seconds to go 1 mile at 60mph,
or 55 seconds/ 1mi/ 65mph, or 52 seconds at 70mph, or
120 seconds at 30mph. Use the algebraic distance formula
D=RT (Rate= distance/time) watch your units of measure.

call the minnesota highway patrol in golden valley. they should be able to give you some kind of an answer.
