It really depends on the outfit. Not all women's pants/skirts have belt loops, but if they do and are showing, they should be wearing a belt. Socks also depend on the circumstances. If the woman is wearing a skirt, then she should wear pantyhose and dress shoes. If she is wearing pants, she can either wear flats with knee high stockings, or trouser socks with loafers.

try stockings rather than socks...or just go bare! a belt...no unless if blends in and is necessary
