Well, let's compare their records, since I don't beleive they ever fought each other professionally.
Chuck Norris - 66-5
Championships held:
The National Karate Championships (1966)
All-Star Championships (1966)
World Middleweight Karate Championship (1967)
All-American Karate Championship (1967)
Internationals (1968)
World Professional Middleweight Karate Championship (defeating Louis Delgado on 24 November 1968)
All-American Championship (1968)
National Tournament of Champions (1968)
American Tang Soo Championship
North American Karate Championship
Bill "Superfoot" Wallace - 23-0 (PKA)
championships held:
National champion point fighter three years in a row
Won the U.S. Championships 3 times
Won the USKA Grand Nationals 3 times
Won the Top Ten Nationals 2 times
Left leg was once clocked in excess of 60 mph
Retired as the undefeated Professional Karate Association (PKA) Middleweight Champion after defeating Bill Biggs in a 12-round bout in June 1980 (23rd straight win)
Wallace was undefeated, but Norris fought 3 times as many fights. Norris was also instrumental in Wallce entering kickboxing.
Personally, I think it would be a toss-up. either of the two could win....the ol' "any given Sunday" scenario".

Depends on what type of fight it is. If it's a stand up striking match, then it would be a toss up as both were pretty good point fighters. But if it's an MMA type match then I'd have to say Chuck Norris. Why? First off because Chuck has trained in grappling under the Machado Brothers. Which is not to say that Bill hadn't had any training in grappling. As a matter of fact, Wallace started out in martial arts as a Judo fighter. Unfortunately, a Judo accident injured his right hamstring, rendering him unable to use his right leg for kicks or any techniques involving the use of it with any real power behind it which is why he compensated for it by training his left leg to be able to kick at any angle at such great speed and accuracy that it more than makes up for his right leg deficiency, which is how he earned the nickname "Superfoot". In an MMA type match, his inability to fight with his right side would render him vulnerable to takedowns and would probably hamper his attemps at defending against it and countering.

Norris has more tools to work with than Wallace. Sure Wallace could get lucky and catch him, but I'm going to say Norris.

Ben Wallace is a pretty tough cookie being 6'9 and 250 lb, but Norris did have a black belt and won a bunch of tournaments. I dunno.
