lol I remember how my mother reacted when my younger brother started that. I believe it is normal and as long as you say it is only on occasion, its safe to say there is no medical concern to worry about and the best thing to do the next time he does it, to explain to them about privacy and that there is nothing wrong with "self-exploration" ,as my mother gently puts it, but there is a time and place for when its appropriate. It maybe also appropriate to lightly, w/out going into detail, discuss that his "private personals" (aka PP) belongs to him and that its not ok for anyone else to go near him. -my mom had this discussion with my baby bro (5 at the time)and I(about 9 or 10) when we were young.

It is so normal. If you think about it, he is starting to be enthralled with it now, and how many adult men do you know that aren't all excited about theirs. As far as him being 4. He is just exploring this think sticking out of his body. If it makes you feel better, he will learn it is not appropriate to do it all the time, and girls do it too.

My son is almost 3 and does the same thing; it is perfectly normal.

He is just curious about his body. My nearly 3 year old daughter has a fascination with my boobs. It is totally normal.
