It is everything you need to know about promotions. And you are entering as a Specialist; E-4 happens to be how much you will get paid.
If you want to look things up on your own in the future use this site:
http://www.usapa.army.mil/
One caveat, although it is good to look things up and be smart on this stuff, worry about getting through basic first. Ship out dumb, it will make your DS's job (and your life) a whole lot easier than if you arrive at reception thinking you have the answers.

that all depends on you but you'll probably be an E-4 for a while since you have no time in service and no time in grade when you enter and you need to meet the minimum requirements for at leaste on to get waivered. Pluss yuo should wait till you know your job first don't go rushing promotions before your not ready or you'll get soldiers killed.

To make E-5 in the Primary Zone, you have to have 3 years time in service.
To make E-6 in the Primary zone, you must have 7 years time in service.
They can promote people in the secondary zone earlier, but those promotions are for outstanding soldiers, clearly better than thier peers.
For secondary zone promotions, you must have ,
E-5 18 months time in service.
E-6 48 months time in service.
With 90% of promotions being in the primary zone.

specific. 2 strategies: all people with ninety credit can enter( IF chosen) yet they could end THEIR degree with the help of the time they make O3. that's tremendously plenty constrained to the army RESERVES. or you are able to qualify for the WOFT.. grow to be a Helicpoter pilot and warrant officer today out of highschool/no degree required.

Ahh, so you went to college? Given that, your probably a pretty smart person (or your professors just passed you caus they liked you, lol), so you should be able to adapt pretty quickly. You could make E-5 in a little over a year, possibly even upon completion of AIT, (yes people it can happen, one of my battles had this happen), depending on your performance. E-5 may take a year or two, again, based on your performance.
Good luck and see you in the sandbox soldier!

It will depend on your MOS mostly. E-4 and down are awarded by commanders of units, say a company commander has the authority to award promotions up to E-4.
E-5 and up are awarded by DOD. Recommended by various boards. You have to aquire promotion points. Depending on your MOS, will depend on how high they are at the time. I was in SF and our promotion points usually stayed at 450. After a MSM and other items that add on points, (rifle qualifying, certificates, etc.) it was easy to hit.
Other MOS's typically where there are saturated or no combat arms stay higher in the 700s+.
You also have time in service and time in grade requirements to meet. Those can by waivered though.
