It's in the uniform regs for E-1 through E-6, female or male. Officers and CPOs wear the "overcoat" which looks like the peacoat but longer.

oh yeah. I actually used to have my mother's pea coat from her days as a WAVE in the Mid 1960's. warmest coat EVER.
