Mine cockatiel loves to be blown dry by the hair dryer. In fact every bird that I had, loved it. Just keep the blower moving, don't hold it in one place, and make sure it is not too hot. Mine will hold his wings up to be dried underneath his wings.

My cockatiel is always getting her face and head dirty too. If there isn't to much draft, I close off the bathroom and let it good and warm, then put a couple of inches of warm water in the sink and let her take a bath. After she's finished I wrap her in a dry towel and hold her for a little while. She's a hugger anyhow, so this works for me. Then I put her back in her cage and cover her for about an hour to let her rest.

A bird will not catch a cold from having a bath. Just make sure you use warm water, and keep the entire house warm (at least 75 degrees) until she is completely dry. There are shower perches you can buy that will allow your birds to take showers with you! (Of course, it usually takes them a while to get used to it, since the sound of a shower can be scary for a bird. But most of them love it once they do)
In the wild birds bathe themselves all the time. Granted, this is slightly different since THIS bird can catch cold and die, but the point is that most birds love to bathe. And this bird has a good pet parent.

As long as the bird is kept warm (basically if the bird is in your home, and it's comfortable enough for you to be in a short sleeved shirt while inside, it's warm enough for the bird) it should not have any problem taking a bath or catching a cold. There's a few inches of snow outside my house, but my birds still take baths inside my house and are just fine.

you can put warm water in a spray bottle and spray her with a mist. or you could put a container of warm water in the cage and she'll bathe in it.

Get a cup of water and then get your fingers wet and preen his head clean. That's what I do. :-)
