No!

The veins assume its color from the blood it carries while the hair color owes its color from the pigmentation due to the presence of the chemicals EUMELANIN and PHEOMELANIN.

High percentage of CO2 in the blood they carry make the blood DARK or DEEP RED in color like a MAROON.

Now, the walls of the VEINS are thin enough that such CO2-rich blood becomes visible through the skin on some parts of the body. As the skin REFRACTS light, normally, the DEEP RED color actually appears a LITTLE BLUE from outside the skin.

Variation in color as the vein appears could be well explained by simple ART knowledge. Remembering colors, mixing a primary color + another primary color will give you a secondary, right? The shade of the secondary color you get depends on the proportion of the 2 colors mixed. Such analogy explains why sometimes veins appear to be PURPLISH or YELLOWISH or DARK BLUE,etc.

Color of the hair also depends on the proportions of the EUMELANIN (black and brown) and PHEOMELANIN (red) pigments combination. Color combination principle rules as well on the hair color determination.
