Are property taxes and lotto enough to fund the public school system?

Generally that's where the funding comes from. But school districts also usually get some state and federal funds.

They probably are but I doubt that most of the income from those sources are used as the law intended.

It seems that when states have to do any budget cutting, education is the 1st to suffer. Makes one wonder, doesn't it?
