When people burn their house down smoking in bed should charity pay for it?

It makes me nervous when people talk about the worthy poor.

I would hesitate to say yes or no. If they have kids I would want someone to help. If they were alone then no to replacing very much but yes to temporary shelter until they could get back on their feet.
