The Apostle Paul clearly taught that we receive the Holy Spirit the moment we believe in Jesus Christ as our Savior. 1 Corinthians 12:13 declares, "For we were all baptized by one Spirit into one body-whether Jews or Greeks, slave or free - and we were all given the one Spirit to drink." Romans 8:9 tells us that if a person does not possess the Holy Spirit, he or she does not belong to Christ - "You, however, are controlled not by the sinful nature but by the Spirit, if the Spirit of God lives in you. And if anyone does not have the Spirit of Christ, he does not belong to Christ." Ephesians 1:13-14 teaches us that the Holy Spirit is the seal of salvation for all those who believe, "Having believed, you were marked in him with a seal, the promised Holy Spirit, who is a deposit guaranteeing our inheritance until the redemption of those who are God's possession-to the praise of his glory."

It is the will of the Father that you receive the Holy Spirit to possess your being--the consecrated temple--and make your life a reproduction of the life of Jesus.

He is not here now as he was during his earthly ministry, but the Father has designed that the Holy Spirit should dwell in the hearts of consecrated men and women who shall go forth into the world and be witnesses unto Jesus--representatives that will live the Christ-life in this world, so that men may plainly see his character and fruits in us.

When Jesus ascended to the throne, he by no means intended that his people should be left comfortless, or deprived of his presence; but rather, he said, "It is expedient
for you that I go away."

You will know when you are ready to accept Jesus in your life forever as long as you live. You will feel it in your heart. To receive the Holy Spirit, you must confess (aloud with your mouth) that Jesus is lord, he died on the cross for our sins, and that he rose again three days later. It is also a good idea to be baptized (born again) what this does is it washes all of your sins clean from your spirit. To do this,go to a church, tell them you wish to be baptized, and then go on from there, it is a very simple pocess. You must also receive communion with your church.

You receive the Holy Spirit when you accept Jesus as Savior and repent of your sins.

You can embrace the manifestations of the Holy Spirit at any time by simply having faith and believing that what happened on the day of Pentecost is also available to today's believers.

EDIT:
I see a lot of people think you must be baptized to receive the Holy Spirit but, although baptism is very important I know that I received the Holy Spirit(became a Christian) 5 years before I was baptized and I know that a year before I was baptized I was able to embrace the manifestations of the Holy Spirit and have proof of this for myself through speaking in tongues(it can be used also as a private prayer language as explained in the article link I gave you.)

It is important to be baptized to show publicly that you believe in Jesus and that he died for your sins, but it is not absolute necessity for your Salvation as I have come to know. There is much contradiction on this but this is what I truly believe and my personal experience. May God lead you the right way. That isn't necessarily my way just so you know. Seek God's will and truth through his word and through prayer. Every believer is continually growing as long as they are in the word and in prayer. This also means that sometimes what we say will definitely be right and sometimes if we aren't careful we could be going down the wrong path and God will correct you if you let him.

When you get Born-Again (Romans 10:9---KJV) you have been Baptised in The Holy Spirit.
(your Spirit has been Recreated and GOD Almighty is "Integrated" with you (Spirits can do this thing!)).

Now, the Second Part of "Salvation" is to get The Holy Spirit INTO your Soul (GOD is a GentleMan and has to Have Your Permission to Come into your Soul).

After That, you Have Been Filled with The Spirit---Whether you Learn How to Use it or Not.

You receive the HG by praying and asking God for the HG. He wants us to have it! After we have repented of our sins and turned from our sin to God. Then we can receive the HG. Its the birth of the spirit. Some people receive the HG after baptism in Jesus name(specifically).Some will receive it before. There are verses citing examples of both in the Bible. The plan of salvation is simple:repentance,baptism in Jesus' name(specifically), and receiving the HG. See Acts 2:38-9. God Bless! Keep me posted! I'm excited for you!

The holy spirit of God is given to people to empower them to overcome sin, understand the teachings of God and follow God's Way of life, the way of giving and love.

Jesus taught that we need to:
1) Repent -- that is, to change the way we've been living, which is contrary to God's Way;

2) Believe the Gospel -- Jesus came to teach us what God's plan for us is, and to show that we can enter into eternal, joyful life with God in his Kingdom, through the blood of Jesus, who died for our sins so we don't have to;

3) Be Baptized -- Baptism is a symbolic washing away of our past sins, making us ready to receive the holy spirit.

4) Pray -- Ask God for his spirit to strengthen, guide and teach you to follow the Way of God.

A Few Relevant Scriptures:
Acts 2:38 -- Then Peter said to them, "Repent, and let every one of you be baptized in the name of Jesus Christ for the remission of sins; and you shall receive the gift of the Holy Spirit.

John 7:39 -- But this He [Jesus] spoke concerning the Spirit, whom those believing in Him would receive; for the Holy Spirit was not yet given, because Jesus was not yet glorified.

Luke 11:13 -- If you then, being evil, know how to give good gifts to your children, how much more will your heavenly Father give the Holy Spirit to those who ask Him!"

Romans 26-27--- In like manner the spirit also joins in with help for our weakness; for the [problem of] what we should pray for as we need to we do not know, but the spirit itself pleads for us with groanings unuttered. Yet he who searches the hearts knows what the meaning of the spirit is, because it is pleading in accord with God for holy ones.

do you mean the whole shouting thing? well as for that, you just keep worshippin from ur heart and wait for his touch and when its upon you, its undeniable. and just keep an air of expectancy everytime you get in his presence, even at home during prayer or bible study. it'll happen, especialyl when u seek him earnestly and expectantly. I thought i would get it when i was baptized because i seen a lot of other people coming up out the water shouting, so when i did get baptized i was in the water and went under and i just knew when i came back up it was gonna just hit me and i was so excited and i just couldnt wait, i was about to burst. then i came up out the water and nothing! lol it happened many yrs later

where there is sin the holy Spirit cannot be only by cloth of the blood of Jesus Christ or sin are forgiven and made clean. remember sin constricts the Spirit of God.
