THEY JUST LOOK LIKE MAGGOTS BUT YES THATS WHAT IS HAPPENING darn caps lock any way its important to find the source go through ALL the cupboards and throw out any thing that is expired then open boxes of non expired foods and inspect the contents carefully you may find what looks to be spider webs this is not good toss it even open noodles if their good bag them in a zip lock and discard the origin. container i have seen them in un opened pouches of oatmeal so look out once you have thrown all your food away get an insecticide spray and spray the insides of the cupboards let it sit a while dont let it dry just leave it ten mins or so then get a disinfectant cleaner and thoroughly clean everything if dishes and pans came in contact with infected areas clean them to now go shoppin and watch the dates on things from the discount stores try not to buy more than you need so it doesnt go bad you should wipe down everything again and do a quick check in a week i bet your problem is an old open box of cereal or a blue and white box of corn muffin mix no name brands mentioned if fear of legal repercussions

Those are probably not maggots but a moth larvae. (They look very similar.) The Indian moth is common in dry goods. I occasionally get them in bird seed or in rice that is inadvertantly left open.

Maggots turn into flies and generally only appear in meat that's been left out long enough for flies to lay their eggs in it. They can also appear in rotting fingus such as mushrooms.
