Cut the cabbage into quarters, at least, & remove core.
Use a cup of water, chicken stock, or other liquid.
That will get the steam started, to prevent scorching.

I quit cooking vegies of any kind in a crock pot. Unless it's soup or a stew. They come out cooked to death and I hate them that way. Better to use a regular pot with a bit of water and a steamer.

if you want you can mix it with potatoes and ham it is awesome you fill the crock pot halfway full of water

and put all the stuff in and then but 2 cups of butter


if you just want cabbage
do the same put enough water to cover all the cabbage and then put however much butter and salt and pepper

its yummy

let it get super soft
