When I fly into the States, returning from vacation, what happens at the airport? Will they look me up on a computer to check my green card is still valid? Is it all centralised and linked up to immigration control? Or is the guy on the desk just allowed to make his own decision?

Inspectors at the port-of-entry go to an Academy for 12 weeks of training. Then they are given post-academy, on-the-job training under the supervision of a training officer and/or a supervisor. All of that training is designed to allow them to make decisions, but not capricious, arbitrary ones.

While a more experienced, intelligent officer probably will make better decisions than an officer with 3 months experience, their decisions are based upon what they have learned about the various laws and regulations that they are sworn to enforce.

When you present yourself for inspection, the documents you present are examined for authenticity. If they have doubts about your documents, computer checks can be made. Naturally, there are data banks that contain immigration records.

Every legal permanent resident has an A number and a file. Your comings and goings by air are all recorded, and those records are available for any officer to view. Border officers have arrest authority, and they can check NCIC to see if you have a criminal history or if a warrant is out for your arrest.

So, no, they do not just make up their own decisions depending on what mood they're in. Decisions are made based on the law, regulations, outstanding directives, precedent decisions, and the data provided by the applicants for admission.

What a lazy guy! some human beings might do something to get a eco-friendly Card and hes basically dropping his??? sure, tell immigration he would not choose it anymore, yet maybe you may hint at what you are going to do. maybe which will make him smart up and make the main of it.

it crashed at LAX about a month or two back -- delayed immigration for over 13 hours.

It is all centralized. They will check your status. Why? yours expired?
