First of all, witch and Wiccan are not necessarily the same thing. Witchcraft is a technique which, like prayer, can be used in a wide variety of different religions. Wicca is one of the religions where witchcraft is often used, but it is NOT the defining trait of Wicca. The focus of Wicca is on honoring the Lord and the Lady, celebrating Their holy days, and coming into balance with the natural world.
With that out of the way... whether one is born a witch or becomes one depends on who you ask. I personally believe that people can have a talent for witchcraft the same way that they could have a talent for playing the piano. Does everyone who can play the piano well become a professional pianist? No. And it's the same for witches.
Good luck with your report. If you have any more questions, feel free to email me through my profile and I'll do my best to answer them.

As others have mentioned Witch and Wiccan are not synonymous. I believe everyone is born with certain talents. Being born into a family of Witches or Wiccans would increase the person's POTENTIAL for enhancing their talent.

If you asking if some are "chosen" when they are born to become witches... no. If you want to become Wiccan or practice witchcraft (which are, by the way, separate things) then you can.
If you are looking for general information about Wicca, the religious tolerance site has a fairly good article. wicca.timerift.net is also a good site for information.

I was born with certain abilities, not born a witch, but with the abilities I was "blessed" with it was the logical path for me. Whether born with abilities or not it still takes some study and practice, I do not personally believe that a person is born knowing spell work or what herbs do what. It all takes learning. it is just easier for some than others.

Wicca and Witchcraft are not the same thing.
One can be born Wicca if they are born into a family tradition of it, similarly to how one is Christian when born into a Christian family.
Most however, become Wiccan after much studying and researching. This is likened to someone who was of a different or no religion who studies and practices to become Buddhist, Muslim, etc....
Wicca is nothing like the Wizard of Oz.
Good luck on your paper!

Witchcraft is a practice - Wicca is a religion that uses witchcraft.
you are not born into any religion or practice, you are rasied with it, or taught it later.
However, witchcraft is like an art, and some people have better natural talent for it that others, but anyone can learn the basics.

not exactly . i am a wiccan (the modern term for witch) and it was of my own free will to be come one but on a higher note to what your asking you cannot be born a witch/or wiccan as we like to be called but you can be born with a supernatural ability for example telekinesis, telepathy or the ability to see events from the past or things that havent happened yet, some people even have the ability to heal other peoplejust by touching them, what they do with this said gift is up to the individual and their beliefs. well i hoped this answered your question good luck on your report.

My oh my, are you ever going to get a lot of responses to this one! Many witches say you have to be born a witch and many say you do not. Common sense dictates that you can learn anything with enough practice, including witchcraft.

In my case I was born that way, though I don't practice it as much now. Wicca was started by a British mailman in the 1950s and has very little to do with what our ancestors actually practiced. It draws on a lot of other sources.
