is this normal or what? he gets on top and goes at it and she stands there and lets him. he actually gets inside of her and everything what does this mean?

This is normal -- He won't create pups.
It's just instinct, which he is very capable of.

Just because he's fixed doesn't mean he still doesn't want to get a little action...lol. There isn't anything to be worried about, he might also be trying to show that he's still the domant dog. My female dog humps my other female dogs to show domance. It's normal.

A human man can get fixed to and it doesn't stop him from having the urge so if a human male can why not a dog, at least you don't have to worry about puppies being made, and you dam (term for female dog) gets to feel like she's sexy, don't worry about it, at least you don't have to worry about pups and both of the dogs will feel better!

This is normal. Dogs in heat have a smell that is very attractive to male dogs, neutered or not.
Your neutered male dog cannot get her pregnant, but other unneutered dogs can. Getting her spayed would be a great choice.
