I've always thought it meant 2, at least when I tell someone a couple of hours, I mean 2. I usually always ask the person So does that mean 2 or a little longer.. This always seems to help me out. Hope this helps.

ha ha it means 2 hours and possibly 2 and a half hours. Although, a lot of people just say that and they mean that they will do something or be back in a short while.
