Target has the cutest tins and decorative bags at "the dollar spot", that place where everything is a dollar! I do the same thing you're doing, and I got all of my stuff there. Look there, and also, if you have Big Lots in your area, try looking there. They often have cute tins at reaaaalllly low prices!

Most disposable plastic containers come in holiday colors and/or with holiday decorations; I've used them for gifts before. You might also be able to find tins or other containers cheap at Big Lots or some other closeout place. I never spend much on the containers so I don't have to worry about getting them back or caring that they cost much at all.
Another option is to get colored plastic wrap--think both red and green--and put the cookies, etc. in the center and bring the corners up then tie with curling ribbon. This looks especially nice with larger things like popcorn balls or mini loaves of breads. If you are near a candy-making or cake-decorating store, you can get decorated cellophane bags or boxes very inexpensively there.
If you want to go all out, get some cheap baskets, wrap each type of item differently--popcorn balls in colored plastic wrap, cookies in cellophane bags, something else in foil with ribbons, etc.--and put them all in a basket with some colored tissue paper for each person. It will look like like a million bucks and taste better than if they are wrapped plainly.

You can get some really cute Christmas tins at the Dollar Store. You won't really need to dress them up any more than that. I think it would be too "busy" looking if you do. Also, the arts and crafts stores sell really nice wrapping for things like this. There is also a catalog i order from that sells things like that too if you were interested. The company's name is the Oriental Trading Company. Just go to there website and look to see if anything catches your eye. And what a nice way to celebrate giving gifts this year. Very creative and not so commercial. Good for you.

Go to your local dollar store. Most of them sell really pretty tins or dishes for the dollar. If you go with the dishes, you can often get some colored cellophane to wrap them in. Add some ribbon and a tag and you're done!

Syran wrap for the popcorn balls, ...then for the cookies, I always use a new shoe box, put just a few cookies on each layer, then between each layer, use wax paper, then start a new layer of cookies. It worked great for me last yr.*

I use cello bags and Christmas boxes for my cookies. You can decorate with pretty ribbons and name tags.

Every year I make tons of holiday goodies.
I always wrap them in colored, or printed seran wrap, and tie it with small ribbon bows.
It keeps the food well, and looks very festive.
