Botulism is usually naturally occurring in the soil. Since garlic is grown in the soil, the botulism spores may be present.

Botulism tends to propagate in low oxygen, neutral environment. When botulism propogates, it produces a toxen that causes problems for people. That's the concern with garlic in oil. Oil is neutral and a low in oxygen.

Garlic in vinegar is probably okay since vinegar is an acidic environment. Also, garlic bulbs in the pantry are probably safe since it's exposed to air and cooked (which kills the spores).

Garlic can contain botulism spores, which occur naturally in soil. To grow, botulism spores require a completely anaerobic environment (no air), such as being immersed in oil or some other non-acidic fluid. It takes several days at room temperature before there is a risk.

I do not know about botulism but they can get rancid over time either way. My experience with garlic out in the open tends to dry out and lose the juicy texture.

First of all why do u want to contaminate your food? Let me guess you don't want yourself sick with botulism but you want someoe else to be sick. What kind of a question is that? why are you trying to produce something hazardous to your health. Whoever you are trying to get sick, hopefully you'll get sick along the process.
