Not an aircraft carrier, just the size of one, with a lot of guns added to it, capable of housing 1000+ troops deployable at any time. Mobile base on wheeles, or tracks.

I think the closest thing to that right now are battlecarriers which are a cross breed between an aircraft carrier and a battleship. The Japanese Imperial Navy back in the 40s experimented with that kind of setup, but it never saw much use since the planes had to land on an aircraft carrier anyways because the runways were too short for landing. There are some supporters for converting some of our derelict Iowa class battleships into battlecarriers carrying the F-35 strike fighters, you can find an article about it at http://www.combatreform2.com/battleships.htm

But, really. The aircraft carrier and battleship are the biggest things afloat, and a combination of the two would be the hybrid from hell.
In the wargaming world, there are a couple of board games based on the concept of the "Ogre" -- an incredibly massive tank (think of taking something like an M1 tank and scaling it up to the mass of an aircraft carrier) weighing in at thousands of tons. Ponderously slow, so it is all armor and guns. And it would float like a lead brick.

Imaginary; large tanks have been envisioned see or read the BOLO series of science fiction books but the reality of a land tank serving as an aircraft carrier would be a mix of two totally different and opposed warfare systems. You would have a large, non-mobile tank which defeats the primary purpose of tanks (mobile warfare) and the aircraft carrier are support ships for launching aircraft and shouldn't be placed on the front lines where they and the support are directly in harms way. So might be an interesting engineering concept but would not be very useful in practice.

What would be the purpose for such a vehicle?
Aircraft on land don't need mobile platforms to base off of.
It's much easier to build a base on secure land, especially for Helicopters. It's also much easier to take airbases away from the enemy and use them yourself.
Such a vehicle would be totally impractical, and would probably need the same kind of escort group that a sea-borne aircraft carrier needs.
Now, if we ever discover anti-gravity, floating aircraft carriers would rule!

Also known as an Armored Personnel Carriers. They generally have 6 wheels, are capable of traveling on all kinds of terrain (including water), and are heavily armored.
In re-reading your question however, I would also have to go with an AAC or Armored Aircraft Carrier.

Thats a Russian ideology right there meaning build the biggest thing on the battlefield. Think about are current engagements we should focus on speed not size. Especially in mountainousness terrain such as Afghanistan.
And remember the old saying, the bigger it is the harder it falls.

It's called a cruiser which can carry helicopters or jump jets (depending on the model) and enough firepower to sink most navies by itself.
