4 months is the earliest. Definitely by 6 months though. My sister just had her kitten neutered at 4 months, and I have an 11 week old kitten that will be going to the vet around that same age for the procedure.
It's important with male cats to get them neutered as quickly as they can be, because if they reach that puberty type stage and learn to spray, they can continue to do it afterwards. I have a friend who found this out the hard way, and nothing smells worse than male cat urine.

The Cornell University Feline Health Center says: "Traditionally, cats are spayed or neutered at six months of age or older. However, some veterinarians recommend performing the procedure at an earlier age, to further ensure against unwanted pregnancies."

"Early-Age (Prepubertal) Spay/Neuter of Dogs and Cats
(Approved by the AVMA House of Delegates 1994; revised by the AVMA Executive Board April 1999, April 2004)
The AVMA supports the concept of early (prepubertal, 8 to 16 weeks of age) spay/neuter in dogs and cats in an effort to reduce the number of unwanted animals of these species. Just as for other veterinary medical and surgical procedures, veterinarians should use their best medical judgment in deciding at what age spay/neuter should be performed on individual animals."
Hope this helps!

Alot of vets will now neuter once the kitten reaches a minimum of two (or three, depends on the vet) pounds.
Young kittens require from surgery faster, and bounce back easier.

Six months is a good rule to go by. More and more vets are doing it based on weight. (About 2.5 pounds I think.) If your cat is big for his age you might want to go in sooner.

Usually around 6 months of age, but sometimes female cats go into heat before then.
