Most people walk by stepping off with
their right foot. To use both would lead
you to fall down.

Ex: If you wanted to walk to the right,
and the other right foot wanted to go
to the left, you would fall down.

So people sometimes say this when
they are clumsy.

Usually someone will say something like this if they trip for no apparent reason, or are unco-ordinated. Another common phrase may be something like "Rented feet"

It simply refers to their co-ordination or lack thereof.
