Yes he can, or I know we could where I went to tech school. Make sure to let him know to lock it up when he's not in his room. Alot of people in my graduating flight (basic training) had laptops and a whole assortment of other electronics brought to them on family day. We're not supposed to use them until we get to tech school, but it didn't work out like that. When the TI's weren't around it got pretty crazy. When the cats are away the mice will play. I had everything mailed to me when I got to tech school. It's just easier to travel with less junk, and he'll already have alot to take with him.

When I went through Basic 3 years ago, my parents brought me my laptop to my graduation. That way I had it with me as I traveled to tech school. I just had to make sure it was locked up when I was in Phase 1 once youre past a certain Phase you can leave out your personal items, although I suggest still lockng it up if he doesnt trust his roommate when he gets there. Most tech schools do not have a problem with having personal laptop computers. So, it should not be a problem for him bring his laptop.

yes, i would mail it to him when he gets there. make sure it is password protected.He would be wise to store it when not in use. some tech schools do not allow electronics until a certain phase but these are rare. If he is not allowed some electronics it would be due to his squadron policy's. most cases it is cool and accepted.

Yes, I brought my son's laptop with me to the basic training graduation so he could take it with him to AIT training (Army).

yeap. so long as he can lock it up. he will still most likely be sharing a barracks room.
HOWEVER it is in his best interest to wait until he actually checks in and then have it sent to him. (don't bring it with you to his basic training graduation, in other words)
