tell her or start obsessing about some other girl in front of her (make it up if you have to) should get the point across that you are not interested. You could also hook her up with someone else

Telling her upfront isn't enough?
"Sally, you're a lovely woman (or *****), but I'm off the market right now."
Other than being upfront with her, plan on filing and order of protection against her, and resolve yourself to the idea that you've got a stalker on your hands.

You have to be blunt with her. If you flat out tell her that you are not interested and she is still chasing you then one of two things are happening 1. you are giving her reason to hope. 2. she is crazy. Either way I recommend avoiding her.
