Tough laws should target ANYONE who commits crimes. Whether or not they are in gangs does not matter.

Last year I was in Costa Rica and asked an Officer there why there was very little "tagging" and gang presence. He said that some years ago the Government changed the laws so anyone caught in a "gang related" crime received an automatic 8 years, flat-time, no parole and this was on top of whatever time they received for whatever crime they committed. He did say they has to build a few more prisons but that it must have worked as his workload dropped off drastically.

Gangs are poor replacement parents for kids that have no directdion at home.

we have tough laws, we just have to enforce them. against the "gangs" by which you should mean "crimnal gangs".
