Some of the problems caused by construction:
1. Erroneous signs posted by workers - they need to check the signs after they put them up and make sure they are all taken down upon completion of the project.
2. Merging when multiple lanes go down to one. Everyone waits until the last minute to merge causing more of a traffic jam - people need to start merging over as soon as they see the sign saying merge now.
3. Placement of cones. They make the lane so narrow that anything big like a truck, bus, RV, etc. blows them over. This can cause a problem if the cone or barrel hits a car.
4. Debris left by the crews. I recently had to have a big spike removed from my tire from running through construction. Workers need to be more careful about picking up things.
5. Garbage left by the workers!!! Pick up after themselves or have the company pay a fine for their crew littering.
6. Actions of the workers now that the fines are increased if you hit a worker in construction. Workers act like they are invincible since that law was put into place. They still need to exercise caution when working along the roads.

Some major problems with road construction is traffic. To keep the traffic moving while the road is under construction is a big factor in the problems. The solution to this problem would be to reroute the traffic during construction but sometimes this is can not happen. Have you ever noticed how fast a road can be done when there is no traffic? and how long it takes when traffic is involved. Planning a new road to be installed takes time and effort on the gov. To redo an existing road takes planning and the effort by the gov. too. But the constuction company needs to deal with the traffic. And along with normal delays the cost is higher.

You'll have to pardon my suspiscion of people from Tornto. We had a rather unpleasant mess recently with some trolls from your Toronto. Your question is a valid one, and actually requires a long explanation to fully answer it. However, I'll try to be as kind as possible in pointing out the flaws: -Transit systems are more than just expensive. They are astronomical in nature. Subways, for example, cost a BILLION dollars per mile to construct. Yes, that's a B. -People like the idea of public transit unless it goes their neighborhood. These NIMBYs will fight to block any change to their area. Beverly Hills and South Pasadena have successfully fought against the state in freeway construction, and BH is fighting the subway extention. The NIMBY factor adds decades to a project. -Once it comes time to pay, you'll find people get angry. Are you willing to fork out an extra $500 per year for such a project? Think about it. Sure, it's nice to map out monorails/subways/light rail lines, but it's a very simplistic solution to a complex problem that started decades ago. --- I can see by your maps that this is not a serious question. And people wonder why I have such little tolerance for trolls.

here in the united states we use asphalt which is best because the ground in many places shift and unlike concrete it has some give to it however asphalt isn't nearly as strong as cement and often needs repair.
In Europe they use concrete when the autobahns were first built and they've needed very little maintenance in fact most of surface areas are still from the original pour over 60 years ago.
but concrete is also much more expensive and here in the U.S. we couldn't possibly use it for all our road surfaces there's just too much road

the main problem is crooked politicians awarding over priced contracts to friends and family so they get campaign contributions .
and make themselves rich at the same time by revitalizing a run down ghetto they own, with our tax money
