The USA. In the US, pollution control, including controlling green house gases is a multi billion dollar business. People demand cleaner products, and the markets provide them.
Because of these actions, the USA is no longer the number one emitter of co2.
No other country has reduced co2 as much as the US has.

The United States is doing the best job of protecting the environment. Since this question is posted under "Global Warming," let's focus on that. First of all the world's main global warming alarmist, Al Gore, is an American. He worked with an American movie company to make a propaganda film about saving the world from global warming. Now, that film is required viewing for students in other countries, especially in Europe. That's just one example of how the United States is teaching other countries how to protect the environment. As another example, China had been shipping lots of toys, toothpaste, etc. with toxic materials to the United States. The Bush administration stepped in stopped such practices, which not only helps keep those toxic materials away from Americans and out of American landfills, but also forces the Chinese to change their manufacturing facilities to use safer, less polluting alternatives. So, to answer your sub-question, America has already learned that its world leadership, as strongly promoted by the Bush Administration, can help protect the environment around the world.

Perhaps you should write your paper about what other countries can learn from the United States - such as pollution reduction technology and environmental reclamation/protection...
That's one of my biggest problems with the whole Kyoto thing: The exemption of "developing nations" from more stringent environmental standards - even though the technology is out there and available for them to use RIGHT NOW!!! But instead so as not to "stifle their growth", they're exempted from environmental stewardship.

Germany and Japan are really big into solar power, you should look into that. Brazil has been trying to cut down on the illegal logging in the Amazon, I think they've been having moderate success at that.

For example, Sweden just passed a law requiring its citizens to know how to "eco-drive".
