are you looking for the a cateror or a party venue?... or a place that does both?... Most places are expensive to rent here in Saudi..Most of the parties my teen relatives go to are at home parties or someone who usually lives in a compound, has access to the recreation hall there and gets permission to use it and then some mother usually does the traditional baking of arabic tidbits to serve..like sambooza's, kibbe, swarmas, etc... You will just have to call around to get the best deal...

Partys are not allowed in Saudi Arabia, didn't anyone tell you? By definition you are only allowed your relatives, so who'd come
If you are short of money, why not have a whip around? The Justice ministry seem very liveral with this ....

Make traditional foods that are quick and easy. One of my favorites is hummus. You can eat it on just about anything.
