Im having a tough time with this statement. Can anyone identify the premise and conclusion?

Clopyralid is a chemical that can seep or leach through soil and contaminate groundwater. Consequently, users are advised not to apply clopyralid over soils with rapid permeability (such as loamy sand or sand), particularly in commercial or residential areas.

Premise is that if you use that chemical it will in fact seep down. The conclusion is, if that is so, don't put that chemical on soils known to allow things to seep through them quickly
because then the groundwater will be contaminated.

Don't put this kitten near little children because the child will get bit.

Anytime you see the word "consequently" or an equivalent, you're dealing with a conclusion. Premises are what you start with and conclusions are what logically follow.
