If you are 'British' then you are a citizen of the country, the United Kingdom of Great Britain and Northern Ireland.

It does not matter if a person lives in England, Wales, Scotland or Northern Ireland - they would be British.

However, people who are from England, Wales, Scotland and Northern Ireland would class themselves as English, Welsh, Scottish or Irish before they would call themselves British.

British is a term that refers to someone from Britain. Britain is short for Great Britain, which is an island that has England, Scotland and Wales.
The United Kingdom of Great Britain and Northern Ireland is a parliamentary democracy and a constitutional monarchy comprising four constituent countries — England, Northern Ireland, Scotland and Wales.

You were not wrong in thinking people from England are British, they are. All English are British, however, not all British are English.

Any of the three--and the country just west of England is WALES--no H. Strictly speaking, the Welsh are the most truly "British" (one T), since they're the descendants of the ancient inhabitants of the island, before the English and Scots migrated there, but nowadays the word refers to anyone living in the island of Britain.
