Patrol is always going to be the largest unit.
They are responsible for the initial response, and for the preliminary investigation before any of the other specialty units arrive.

In our department it is patrol...Although there is almost as many detectives. No idea why. If we put more people on the street it may cut down on some crime...

I would guess the accounting department. It takes alot of people to track all that money coming in from fines. and going out to judges, dept. heads and politicians.
