Give a boy responsibility that is meaningful to him and he will eventually become a man. Also if a boy finds a great woman who loves him dearly he will learn to become a man. It takes time, patience, and a lot of work.

Work with him on his rational goals and steer him away from his ambitions that are outside his actual realm of reality. As he accomplishes his goals himself he will learn to adopt to his responsibilities with a mature attitude. Don't overwhelm him but also don't allow him to become too relaxed. The rest will be done by him.

Pray... many boys remain a boy all their lives... they're meerly older, bigger boys.
The military often makes men from boys, so that may be an option. But I think prayer is your best option. (A good result is commonly called a miracle.)
