It would be your third cousin, twice removed I believe.

I wrote an answer thinking that this was your father's cousin's granddaughter, which would be to you a second cousin, once removed.

However, I see that this is YOUR cousin's granddaughter. She is your first cousin, twice removed.

She is your first cousin twice removed. Here's why -
Your cousin's daughter would be first cousin once removed, and that daughter's daughter (cousin's granddaughter) makes it twice removed.
She is not second or third cousin - that designation is for cousins in the same generation - for example; if your father's sister has a child. this child is your first cousin. If your GRANDfather's sister (your grand AUNT) had a child, THAT child is your first cousin once removed. If that person has a daughter, that daughter is your second cousin - no "removed" is applied, because this daughter is the same generation as you.
EDIT
here is a diagram:
F = your father
GF = your grandfather
GA = your grand aunt
A = your aunt
1stC = your first cousin
2ndC = your second cousin
1stC1 = your first cousin once removed
1stC2 = your first cousin twice removed
2ndC1 = your second cousin once removed
2ndC2 = your second cousin twice removed

.... GF --------------- GA
.... / -- \ ................... |
... F -- A ................ 1stC1 (your father's 1stC)
... | ... | .................... |
you ... 1stC ........... 2ndC (your father's 1stC1)
.......... | .................. |
......... 1stC1 ......... 2ndC1
.......... | .................. |
......... 1stC2 ......... 2ndC2

well if its your cousins grandchild, then...your cousins kid would be your 2nd cousin and than that persons kid would be your 3rd cousin. It doesn't matter if its your dad or moms side.

She's family......

If you want to get technical, then I have to agree with obiemusk above. She's your 3rd or 4th cousin.

3rd cousin. Your cousin is your 1st cousin, his child would be your 2nd cousin and her child would be your 3rd.
