How do I get fuller, pouty lips?

I have recentley asked a similar question but I don't think I really specified what I wanted to know. Is there anything out there (except surgery or injections) that will actually MAKE your lips fuller/plumper/poutier and not just LOOK plumper? Maybe there isn't anything but I figured I'd ask! Thanks everyone!!
