In one word -- Bureaucracy

I cannot answer for other agencies other than my own...however...many law enforcement agencies are commanded by elected officials.

Life, in general, always has a "food chain." Those elected officials must appease the needs of the citizens yet enforce the laws of which their elected to do. However, politics does play a major role in what is done or not done. Monies are expended on projects popular to the public instead of what is actually needed. As such...the voters want that dirtroad paved to their remote residence before seeing more officers on the roads protecting their assets.

It has absolutely NOTHING to do with the intelligence of the officers as many officers today hold college degrees moreso than ever before.

What makes things change is community is direct contact with those leaders in the community.

My own county government is old and antiquated with the "good ol' boy" syndrome directing their daily routine. When commissioners are elected by those in their districts alone, it's hard to rid a counsel of lay-politicians.

By becoming involved in the matters of your local government..you have a right to participate and let those government representatives know what you want and demand in public service.
