definitely dry! color never holds to wet hair as good as dry. Keep it on for about 25 to 35 minutes. if you look and don't like the color leave it on longer.

Loreal Preference goes onto dry hair.

Unless its some new technology that ive never heard of, dry.
You never want to color your hair when its wet, or when its been shampooed within 24 hours.
