Based on the number of people killed, I would list the top two as the Chinese and Soviet governments.

I'm very Patriotic but Russia and America were the two biggest. They threatened to bomb the s.hit out of each other. So Russia and America tie. In WW2 Germany's rampage was only 6 years. Russia and America went at it for about 20 or 25 years.

That's a toughie, there's so many to choose from. The PLO answer is a good one, although their actual body count wasn't real high, their overall impact was. Tupac Amaru was a goody, terrorizing a good chunk of South America for years. The Tamil Tigers had an impressive body count, and are probably the real originators of the whole suicide bombing thing, but their impact is too localized to be a real contender.

Numbers-wise, Khmer Rouge is probably #1.

Let's not forget the state terrorism of Stalin, Mao, Pol Pot, Idi Amin, Pinochet, etc.

As for terrorist groups, I'd say the "Shining Path" marxists in South America or the IRA or the Columbian drug lords were every bit as bloody and murderous as the rest.
