Yes, most definitely ! The Lord RIGHT NOW is purifying His saints, and getting the minds right to receive the fullness of the POWER of God...Halleluiah !!! Joel 2:11 is also speaking of the Bride of Christ, as it is also in Rev. 19:11-14

If you read the chapter you know it is.

let all the inhabitants of the land tremble: for the day of Jehovah cometh, for it is nigh at hand; 2a day of darkness and gloominess, a day of clouds and thick darkness, as the dawn spread upon the mountains; a great people and a strong; there hath not been ever the like, neither shall be any more after them, even to the years of many generations. (ASV)

That scripture is usually interpreted to refer to the Assyrian army, that would capture the Northern Kingdom of Israel, and take them into exile less then a generation after the time that Joel lived. It is not normally considered a reference to an "end time" event because it had a fulfillment within a short period of the prophet's own lifetime.

No. Like most of the Bible, it's just fear-mongering to keep the masses in line and prevent them from rebelling against the rich and powerful.

Nope it is about "TIME!" time can not be replaced & goes forward with new hopes & dreams.
