It's the law of unintended consequences.

Many years back, congress thought it would be a good idea to place minimum limits on auto's fuel consumption. Congress created the CAFE standard. Because the best way to increase gas mileage is to make cars smaller, the SUV market was born because SUV's are trucks and don't fall under the same standards as cars.

This is just one of many different examples. By changing the laws, the unintended consequence could be to create more pollution.

If you're an organization that seeks government contracts, it's VERY politically expedient to be able to state that you are environmentally friendly; especially in California.
